In Dragonflight, instead of regular flying, you'll use Skyriding, a system with special abilities. You can start using Skyriding very early on in the Dragon Isles and enhance your skills by collecting Dragon Glyphs found around the map.
Once you complete the 'The Last Sigil' storyline, you'll unlock flying in the 4 leveling zones, such as Bastion, Maldraxxus, Ardenweald, and Revendreth.
However, you cannot fly in the Maw or Korthia, so you will be able to complete Unlocking the Secrets meta-achievement to unlock flying in Zereth Mortis.
