You can't find pieces of tier set at the end of a dungeon loot, but they may be contained in Great Vault. Their ilvl will depend on the level of usual reward in this cell.

Q: Are there any new keys in The War Within?

With the release of The War Within, 8 new dungeons were introduced. However, for Mythic+ content, these were split between Season 1 and Season 2, each season featuring 4 of the new dungeons. The remaining slots in each season's Mythic+ dungeon pool were filled with dungeons from previous expansions, including Battle for Azeroth, Shadowlands, and Cataclysm.
